

As a lifelong Orange County resident, Victor was born in Santa Ana, now living in District 59 (Brea). The son of immigrants, he co-developed a low-cost mobile healthcare service with his wife to support under-served children and adults, prioritizing and protecting their health and safety.
Victor served on the board of California United for Single Payer (CUSP), advocating for CalCare. He builds left-unity by coordinating with Tenants United, the Party for Socialism and Liberation, and Peace & Freedom, utilizing direct action and mutual aid—including volunteering with Food Not Bombs. An organizer who helped revive the Orange County Green Party, Victor serves on the County Council and has represented the party at state and national levels.
Victor's vision places people before profit and ensures resident status never dictates quality of life. He fiercely advocates for housing-first policies, Ranked Choice Voting, single-payer healthcare, and support for vulnerable immigrant populations. Outside activism, Victor hikes canyon trails and collects vintage Hot Wheels. He is ready to amplify our community's voice at the State Assembly. Join him on this journey!
